Yes, but the face size is only locked once the owner confirms. Most studios will draft the layout and hold the final export until the booking is confirmed, so you are not paying to resize twice.
Rejections for spec reasons — wrong bleed, low resolution, safe area breached — are fixed free of charge. Rejections on content grounds, such as a category the site does not accept, are a new brief and are quoted again.
You own the exported artwork and the right to run it on any space you book. The layered working file is released on request, and some studios price that separately — it is stated on the quote before you accept.
Most campaigns need two or three of these together.
Book design, print and installation as one job and providers usually price the run rather than each visit.
